Thus we all grab the low-hanging fruit first, people with plenty of documented information. Those with missing information we nab as a placeholder, assuring ourselves we'll come back and fill in the blanks later. Human nature being what it is, we choose the easy tasks, and avoid the difficult, and these individuals are MUCH harder tasks in many cases than finding more ancestors that are (relatively) well documented.
